Dodge2500two new fuel pumps will not prime up
Definitely start w electrical, go to fuel psi at proper locations & make sure PSI is not bleeding down after ignition is off If so you found the main problem. Now find out where it's losing PSI to. (leak, regulator, injector etc )

I'm not familiar with that particular vehicle, but most diesel systems have a primer under the hood. You will need to pump that slowly until you feel some resistance. That will push fuel to the engine. The other pump may not be able to push fuel through until the system is primed.
If that doesn't get you running I would suspect a clogged fuel filter. Most Dodge vehicles have one on the frame. Just follow the fuel lines until you find it. There may also be one attached to the pump primer.
Changing that filter would my next action. Whether the pump is in the tank or added on outside the tank, you may still need to prime the system after the filter is replaced. Air in the line may cause it to stall, just reprime and start again.

the master cylinder is held to the booster with bolts.. Remove all lines connecting to the master cylinder, remove the cap, remove the bolts that hold it to the booster,, twist and turn it out while culling back,, twist and turn..

could be a bad crank sensor. it tells the ecu when to spark. if the crank sensor is bad, the computer will not ground the ignition coil. so in turn there will be no spark to ignition coil. but first check for a bad ignition switch. if bad it will loose its spark. for an ignition switch controls about 50% of the vehicles total power need. good- luck!!

Check your inline fuel filter also check your plugs wires for wear. Sounds like a possible Vacuum leak, when not starting. How ever strong smell suggests unburnt fuel. You may want to try a fuel system cleaner to remove any moisture in the fuel system and carbon build up in the exhaust if so try Seafoam available at your local auto parts store. Dodge 3500 diesel truck/24 vavle not starting
sounds like the fuel solinoid is not working. it is located on the left side of the engine. if it is not moving when u crank the engine push it up by hand and hold it open and see if the engine stays running. if it does u need anew one.

check if the fan works first,simple run a wire from the battery post positive to the positve wire on the fan if it starts then it works,next step clip the wires on the fan and conect the ground on good metal and the positive on ur fuse box,but not on any fuse,only on the fuse that turns on with the ignition,.
