"2 safe" means that your radio was in safe mode, and then the code was improperly entered 2 times. you either need to disconnect your battery and leave it for up to 4 hours (i've been told), or leave your key in the ignition for around an hour.
once it comes out of "2 safe" mode, then it will just say SAFE and give you the numbers 1-0-0-0. You just need to enter the 4 digit code (using your pre-set numbers 1-2-3-4 to change the numbers), then hold the seek > button and your radio should come on.
If you don't have the code, call VW. they'll find your code for free. they did for me. if not they'll charge like $50 or something.

fuel relay could be faulty. i think its number 30 or 167 in the fuse box under the driver side steering. it could also be the fuel pump or connector on the fuel pump under the black metal plate under your trunk carpet. you could try manually throwing in fuel into the intake to make sure its not your car's ecu or ignition system. if it starts and stays running it could be what took me a few months to discover after i had intermittent problems. there a small vacuum hose from the fifth injector on a 1997 mk3 gti (4 cylinder) that connects to the injector rail. i think its some kind of activation for the electronic injectors. my pipe was broken and i just cut it and my car hasnt been better since! i know this is an old question but i hope it helps someone out there!

Thanks, I found the fuses I was looking for. Just one note - if your fuse box is like the one in my Golf, there's a little lever on the left hand side that allows you to release the fuse box from the stand and drop it down for easier access.
Reduced power when driving Mk4 Golf TDI
how many miles has it done?is it remapped? we have had the same problem and done the same repair as above and the next stage for us is to remove the turbo and strip it down and clean the veins inside the turbo as these can stick and give a loss of power,this is on a 2002 gti tdi pd with +-130000miles and its remapped.my car is gt tdi 130bhp stock 140000miles no faults

More then likely your starter motor is just out, especially since the rest of your car works fine. If there is simply no attempt from the starter motor to start (clicking or noise), the battery is not completely dead (the electrics work fine) and the car runs once started (run start) then your ignition system (i.e spark plugs, coil alternator and battery) all seem fine except for your starter motor. Only thing to do is replace the starter. Hope I've helped...
