There is a gang of fuses on top of the battery under a plastic cover. These burn out.... make up a jumper fused wire to the loom using parts from your FLAPS.
Even if the fuses look good your find the holder burnt in the plastic.
What is the name of the part on the VW 2004 convertble trim tab?
first...the last question. I'm not kidding here..the least harmful to the top the best solvent for tree sap (pine, etc) is Mayonnaise. Like Hellmans or a brand like it. put on let sit and clean up with a soft cloth then wash the whole top.
I could give you different chemicals that I know work too but there are issues with them if you don't know what your doing. What model VW do you have? that would help a bunch. when you say "trim tab" is it the leading piece on the top. Or the trim at the top of the window? When I get a model I'll be able to help with the filter too.

Flickering headlights
This can be caused by a bad fuse, or a fuse with corroded or poor contacts, or a faulty headlight switch, or a problem with your wiring. Start with the fuse, then try turning the headlights on and off a few times to see if that helps. Otherwise, into the shop ...
