Starting idleing
Most likely have to replace the number 3 cylinder fuel injector.
GLOW PLUGS DO NOT WORK on 1998 jetta tdi
If the resistance reading is nominal at the
sender, check it under the dash at the glow plug relay socket. This
signal is present at the connector labeled "T", read
resistance from there to ground. If you get a different value than you
read at the sensor, there is a problem in the wiring or the connector
itself.

1998 Volkswagon Jetta Fan Relay Location
under the coolant reservoir. There is a clear plastic hinged cover on top front which has a 20 amp fuse and a fusible link type fuse. That whole black assembly is the relay. It's held on by 2 bolts on top under the coolant reservoir. Easiest to remove the ground point nut and ground cable between the bolts before removing the 2 bolts. Once bolts are removed, there are 2 plugs on the bottom that must be removed before it is completely free. Before installing new relay, make sure and clean and dry the contacts on the plugs.
Can't shift when car is cold
I have a1998 VW jetta vr6 glx with the same problem and living in New England it gets really cold, but i did some research and it worked.... With the car in neutral and the E-break engaged, reach down and pull up on the clutch pedal, thus "resetting" the tension in the cable, it will be a bit higher on your foot and the release/engage point will be higher as well but i did this when it was 10*f and i could not get any gear, after pulling up on the clutch, shifts with ease,,,, such a relief
The headlights/heater/wiper in my car
You need a new ignition switch. Should be an Autozone part # LS747 for a 98 Jetta. It is a common point of failure on that car. You only need the electrical portion of the switch, not that part the key goes into. I have the exact same problem with mine right now. If you can do the work yourself, the part is only $30 or so.
