When I have to come to a complete stop, I can take my foot off the break and the car won't move, in order to get the car going again I need to step on the gas, and it takes off. There is no easing

It sounds like your brake caliper is hanging up.. take brake calipers off and clean and lube them. you will need a brake tool kit as the cylinders on jetta brake calipers must be rotated as they are pushed back in. DO NOT PUSH BRAKE CYLINDER STRAIGHT IN IT WILL BREAK. make sure to get brake caliper lube. everyone skips this step and it is very important. Also if you drive aggresively through water puddles... that is what started this problem. water sprays at high pressure onto brake caliper and washes grease out leaving you with snagging brakes. Jetta brakes use Allen screws MAKE SURE you use HIGH QUALITY Allen wrenches as these are the absolute worst to get out if they are stripped.!!!! post back results and we will narrow down further if needed.

Power windows

Not a VW expert, but generally you should have power and ground for the motor, which would reverse for the other direction. If all four windows stopped, I would check the driver's switch first.

1999 vw jetta turns off after 10 min of driving

It would be worth checking/replacing the ignition module ( see if you have a spark when it WON'T start) . Coil assy are plentiful and the most likely given your description. Very prone to over heating and shutting down. Good luck

Transmission in failsafe mode

I would not be surprised if your module or parts you replaced needs to be programmed or put in sync with the transmission computer or engine computer. Check with the dealer. Sometimes they have some silly or eccentric methods to get everything working together again. Cars are not very owner friendly anymore...
