If you are replacing the whole line, and replacing it with the right part, you probably can do this at home if you are handy and have the right tools and are careful. The 'cone' like connector you are referring to is probably a pressure fitting like a brake line has. It is important with this to make sure the hose is lined up straight and that there is NO DEBRIS in the connection before putting it together and tightening down the nut the squeezes it. Any debris at all will result in a leaking fitting. Also be careful not to scratch the tip of the line where it connects. Again, a perfect fit is the only fit and you don't want a leaky fuel line. If you're not comfortable, a professional is the way to go on this.
