First of all is your air filter clean? If it's plugged it will choke its self to death.Is your choke stuck on?Not sure if you have an EGR valve on that model but a bad one will use more gas than it should.

They normally put them on the passenger side under the dash, to the right of the glove box. Don't remove the glove box. you have to pull it from the bottom.

check your purge valve, if its bad it will let raw fuel into the air cleaner

If you actually have NO power at the pump and the fuse and relay are good, then there is a break in the wire between the fuse block and the pump but most likely it is a bad fuel pump

I had the same problem. Fixed it by changing the climate control knob assembly on the dash. I was able to get a brand new one still in the box on ebay. Cost $150.00 the 1995 will not interchange with any other year even though others look similar the back is different. New they wil run into the $300.00 range. You get all knobs and switches including the push buttons for the AC. These units require a gentle touch easy to break. Good luck.

Check the emergency brake light switch, it might be stuck on.
