1999 sunfire will start but stalls after a minute or so. turn key back to on position and can hear fuel pump then can start it again but only runs for a minute then stalls again

Assuming the pump relay is good, it could be the engine computer or something else. The computer needs to see oil pressure or RPM to continue to energize the pump relay. You could jumper the relay to verify.

The latch won't grab the steel rung it just stays in the open position

place a round screw driver under the latch and pull it out as you open the lock. It is in it's first closed position and not opened up.

I would check the crankshaft sensor first... but you forgot to mention the engine size. makes it hard to help any further

Could be fluid or it may need to have the clutch replaced. I am guessing fluid if it was working to the 2 year hiatous.

1999 Pontiac Sunfire ignition lock cylinder

try turning the ignition on try to start then without shutting key off wait 10 mins then shut key off then back on but do not try starting leave on for ten mins then back off turn key back on to run but do not try starting it wait ten mins then if it reset it should crank over and start if not repeat all steps again

Car has no power to start

If you turn the key and the engine does NOT crank over (try to start) then test to see if the battery has any power. Turn the headlights on and if they come on strong then your battery is good and something is wrong with your starter. If the lights do not come on strong then your battery is empty. You will need a jump start using cables. After that run the car for 15-20 minutes without stop. If it will not even run after the jump start then your alternator is bad. After running it for some time turn the car off and try to restart it. If it starts your battery is still working. If the car will not start again after running it for 20 minutes then you need a new battery because your old one is not charging up anymore.

Interior and exterior fuse keeps blowing on my

if the fuse keeps blowing then there is an electrical short somewhere and this needs to be found and repaired, fuse keeps blowing so the wires don't over heat and cause a fire, do not put in a larger fuse than is required you can cause a fire

What is the easiest way to change the neutral

Take it to a shop where they can put it on a lift - the park/neutral switch is located on the left side of the transmission. You could crawl under the car, disconnect the wiring connector, remove the old switch, and reverse the process for the new one...but it's a tight squeeze under there unless you put the car on ramps or jackstands.

from wiper arm there is a rod going down for the headlight switch in column steering ...that's where you are going to find the switch.
