Stolen emission part
Somebody stole your cat, it was a big problem last year because they were worth more to the scrap dealers. They have dropped in value a little, but when you consider the elements they contain are worth over a thousand dollars an ounce, you can see why they are a target. You will probably get the best deal by taking the vehicle to a muffler shop to have an aftermarket cat welded in. The cost should be about $250. To have a new factory cat put back in, the cost could go over a thousand dollars. Some insurance companies will cover this loss.

No, the airbag has separate connectors so it's not related to your problem directly.
Yes, the airbag will have to come off if you want to inspect the horn contact - basically some prongs on the base of the airbag module that touch the frame of the steering wheel. This is the official procedure, follow it to the letter:
1. Disconnect both the negative and positive battery cables, then wait at least 5 minutes.
2. Locate retaining clip access hole and insert suitable 4mm - 6mm blunt tool.
CAUTION:
Do not use sharp edged objects such as screwdrivers to release driver air bag module from steering wheel, SRS components may be unintentionally damaged.
3. Press upward (toward center of steering wheel) on retaining clip until driver air bag module is released from steering wheel.
4. Lift the driver air bag module from the steering wheel.
5. Disconnect the driver airbag module and horn connectors, then remove the driver air bag module.
