Most likely the wheel lock vacuum motor is defective o rhas low vacuum from the engine.

it appears that you have to check beginning at the Battery on to the Fuse Box, down to the Starter, and on to the Ignition

You will need to remove the cyl head and check for corrosion and/or cyl head gasket. Best is to take the cyl head to a reputable machine shop for testing and service.

the front axles have pinon gear box that the shaft from the transfer case goes to, it has a vacuum hose to it or a solenoid actuator check these for proper function this is how the power is turned on to the wheels.

This indicates a broken timing belt and will require the front of the motor to be pulled of to replace it . I suspect that you will have bent valves as well so the head will have to come off for then to be replaced . To do the job properly to obtain maximum life from the new belt ,Cam shaft seals ,crankshaft seal, hydraulic adjuster( if applicable), all idler pulley bearings must be replaced . The seals because oil destroys rubber belts well before due time and the pulley bearings will be worn out and will not see another full time period.
