Unfortunetly the only repair for that issue is to replace the complete seat belt mechanism. Basically the internal winding mechanism has gone out and will not retract the seat belt.

On the back of the assembly, there will be a rubber cover with a plastic seal. Twist this counter clockwise to open the cover. Then do the same for the bulb and pull the harness off the bulb

you dont need to take out the whole assembly, you should be able to get to the bulb after removing the rear cover for the light. You may also have to push the metal clip towards the front of the car, and then push it to the side. Also, remove the female connector first.

If the engine is a diesel that is equipped with a turbocharger, I would look for a pressured air leak at any and all hose connections. Especially when the engine is running at accelerated speeds which cause the turbo to operate as a charger. Check any and all belts for slipping, Alternator, P/S,etc.,
