You didn't state what kind of nehicle you have, so the best I can suggest, is below the windshield outside the vehicle, there should be a small grill type cover, that goes from the drivers side to the passenger side, you'll have to look for the mounting screws, then lift off the whole cover, & you'll see the motor & what is called the transmission for the wipers, there will be metal arms which is the linkage, turn the wipers on & check the linkage to see if it's moving,one end could be disconnected or broken going to one of your wipers, hope this helps.
you cannot disable the immobiliser. it is a system mercedes has put into to prevent theft. however, you can bypass the immobiliser (otherwise known as EIS, Electronic Ignition Switch) in order to switch ON the car, but you wont be able to start it.
what you need to do it remove the connector from the back of the EIS module and bridge terminals 15r and terminal 30. i recommend getting a wiring diagram specific to your car to be sure of the terminals.
however, do this at your own risk.

You should be able to get one of these from a wrecker and replace it without much trouble. You may need to drain the coolant and remove the radiator first.
