The fuel pump circuit was a common cause for this . Any place between the pump and fuse can have a bare spot in the insulation intermittently bumping into metal . I believe the injectors may run on the same circuit so check their wiring also .

locate the tan wire with black stripe under the dash on the passenger side it should be taped to the harness unplug the inline connector and esc will be disabled for setting the timing

Look carefully and you should be able to tell.If you can see that the pan can slide out of the way, you should be good to go.

Do you mean the small handle tips on the levers are preventing you from removing the plate? Normally, those tips should just pull off, then the plate can slide off over the levers.

See the purple wire, L terminal on top of turn signal switch in diagram, that should go hot with key on, use jumper wire from that terminal to one of the wires on bottom of turn signal switch in diagram, those are, front/rear, left/right turn signals. If the turns signals work properly with the jumper, but, other wise don't, the problem should be the turn signal switch. If it still doesn't work properly, you would have to check wiring circuits. Sometimes a faulty ground can cause weird problems. Sometimes the bulb doesn't make good contact in the bulb socket? Try putting a little pressure on the bulb in the bulb socket, see if it starts working?

Make sure the battery has a full charge. What is liter size of engine? If you have throttle body injection/tbi can you see fuel injector pulse, both fuel injectors, if you have two. The fuel pressure for tbi is around 9--13 psi, it wouldn't hurt to use a gage and check fuel pressure. Engine cranking, you have spark at the plugs and fuel injector pulse? How long since a tune-up? Any applicable trouble codes? Your obd1, you should be able to check some codes, yourself, if the check engine lite still works.

Have a look at the fuel pressure regulator.
