1983 Buick LeSabre Wagon, cuts out driving down the road
Find the EGR valve on the intake and locate the vacuum hose that is connected to it. Start the engine cold and as it warms up, pull the hose off and if it idles and drives fine, the EGR valve is bad and needs to be replaced. Please rate me on this answer.
Stop lights not working, how do i fix now?
Could be wiring or bulbs, but you probably already checked bulbs. I would check the brake light switch (mounted behind the brake pedal). Maybe a $15 part for that car, way less than a ticket. I have only ever replaced one (lots of vehicles, lots of miles), but they don't last forever. Generally very easy, except for the part where you have to lay in the floor under the dash and twist like a pretzel.
Check engine light stays on runs great
If you take your car to 'Advance Auto' they will do a free computer check on your car. It could just be something simple as an oxygen sensor. They helped me with this. Just a thought.. Good luck
Gas leaking from Carb don't know exactly were but
try retightening the fuel line....the most obvious choice..failing that...it..sounds like a very dangerous situation.....better tow it into the shop....better than catching on fire by driving it there....

Maybe a bad distributor module. It' s under the distributor cap. You can get it tested off of the car.
If idele is rough do
do not touch idle yet. check for the basics such as vacuum hoses, plug cables, spark plugs, and EGR movement of the valve.
Failed smog
Back off the fuel mixture and clean out any breathers and air filters also check that the choke is not stuck. If its burning oil you have 3 choices 1. fit new engine 2. get the old one rebuilt 3. Try using very thick oil (wont help starting in cold weather but might just stop it long enough to pass) also get tested when engine is not so hot (oil thins down and burns quicker in hot engine) The right way is to get it fixed and I don't condone any other methods of using thick oil or removing the air cleaner element to cheat the test. Hope I have helped you in a small way.
