Where is the tensioner arm pulley for a 90 buick

Look at the serpentine belt on the front of the engine. The tensioner will have an arm with a smooth pulley on it. The arm will be under spring tension and will lift away from the belt. There is sometimes a place to put a 3/8 or 1/2 ratchet on it to move it. Good luck

Does 1990 Oldsmobile Regency have a ccold start

no this engine doesn't use a cold start injector, only early fuel injection systems (Bosch K jetronic) used this part, this is a "L" jetronic system.

Need to program key fob for 1998 Oldsmobile 88

You can do this at home. You will need a jumper wire that can be inserted into the pins on the DLC connector. This is the data link connector under the dash that a scanner can be connected to. For saftey sake, the jumper should be fused.
Identify pin #8 (black wire with a white tracer.) and pin #4 (black wire). Insert the jumper between them. Get into the car with all the transmitters and close the doors. Turn the ignition on. The locks will cycle if you have jumped it correctly. Press the lock and the unlock buttons on the first transmitter until the locks cycle. This could take up to 30 seconds. Repeat this for each other transmitter. With the ignition still on,remove the jumper wire. Then turn it off. Exit the vehicle. Close the door and try your transmitters. They should both lock and unlock the doors. Hope this helps. If you need anything else, drop me a line. Thanks, Chuck.

98 oldmobile regency won't start up and check

Well the fact that the traction light came on and blinked off when taking off is a good thing, it just means that your traction control is working properly. When that light comes on it means that one wheel was spinning and that the car adjusted the speed of the drive wheels to compensate. The car not starting needs to be addressed as to whether the car is turning over slowly, clicking, or making no noise at all. The check engine light will remain on until the vehicle is started, so that does not correlate to your problem. If it clicks, or turns over sluggishly, then it just needs a jump start and a test of the battery. If the lights come on, but the car does not turn over al all, then you may need to look at replacing a starter.

Replaced crankshaft sensor, car still won't start

A camshaft sensor can cause a no start situation, so can a bad coil, or ignition control modual. You need further testing done.
A speed sensor does not cause a no start, that I'm aware of.
