Try taking the car to Autozone or similar business for a free scan of your computer (your car is a pre-OBD2 system and your mechanic may have a scanner that reads only post-'96 autos). The scan will usually only point to problem areas, not specific components. That's where the mechanic comes in with specific tests. Good luck!
How to fix 1988 oldsmobile cutlass ciera diagnostic codes 21 and 22?
-It could be. But first able you need to take measurement its specification before replace it. I'll visually check the throttle . It could be any particle board stuck or may be the cable is stuck and never return to its position so the cable will hold the throttle open.
Good luck

It should be on the thicker of the 2 AC hoses you have under the hood . Sometime on or near the metal accumulator canister. Which engine is in OLds?

All the things that were replaced were not what should have been looked at. The problem is either a temp sensor in the engine, a temp sensor in the air intake called a MAF sensor or the egr system.
Parking brake will not keep car from moveing when i push e pedal to floor.
Without knowing which type of e-brake you have (foot pedal or handbrake), just about ever type of e-brake has two places to adjust it, well, that bears explanation. The one actual adjustment will be near the operator, either under the handle on a hand brake, or above the pedal on a pedal brake. You will notice that there is a long threaded rod with two nuts on it, loosen those and turn them down to pull slack out of the cable which runs to the rear wheels,
Now the other item is not so much an adjustment, it may be just wear on the pads or shoes of the brake itself. Some cars will use the regular braking pads/shoes as the same means for the e-brake, while others have pads/shoes committed to just the e-brake.
I would suggest attempting the cable adjustment in the drivers compartment first, as if this does not work you will be needing either a shop or brake mechanic to open the rear brakes.
Parking brake will not keep car from moving.
May be the rear brakes need adjusting,or the park brake cable needs tightened. If you leave it in park ,running, step on the brake ,notice how far the pedal travels, then apply the e brake.Step on the brakes again,if the pedal is firmer, the rear brakes need adjusted. If there is no difference the cable needs tightened
