from what you are tellin me there is either a bad connection with the wires with horn or there is a short somewhere in the wiring of the vehicle if there is and where you think there is bad connection takes a volt tester and see if you are getting voltage up to there if notthere is bad connction somewheres else along you jus have to search

Check it by using your hazard lights. If they flash, the relay is OK and you have a woring issue.

Does the service engine stay on after you have restarted the vehicle? If so connect a scanner to see what codes come up. Could be as simple as an idle adjustment.
