Sounds like a vacuum leak. This will cause the idle speed to be high. Additionally most cruise controls are operated by vacuum pressure. Look around the intake manifold for disconnected rubber hoses. May have popped off from dry rot or stretched out etc. Find the vacuum leak and fix it, both problems should go away.

Next to the door handle, pull back door rubber there is a small hole, you will need a long amen key. Undo the bolt but not to much as it will fall inside door, the rear lug of the handle will now come out, then the handle will slide backwards. The lock behind is now free to be removed.

check the switch at the bace of steering colm there you will find a lond box with wires going in it and a rod that the swith moves up and down to start and turn on the car sounds like that rod broke or came off
