1995 buick skylark can't get fans to work
it sounds like the fan is out on it you will probably need to replace it and its not hard to do three screws and a plug and then you put the new one in in its place.

I hav a 1995 buick skylark that wont start.when
Make sure battery has a full charge and battery connections all good. Have a helper crank it while you visually check for spark at the plugs. If spark everywhere, use a gage and check proper fuel pressure. Also, check fuel injector pulse.
I don't know what testing you have done?

see if you have corroded battery cable or is body ground hooked to body ground next check red wire at large wire in the firewall plugin for 12v if not put a thick wire on the positive battery cable tighten it down ther then split the insulation on the red wire spread the copper wires inside and stick the other end of that wire thats hooked to battery positive into the spread area an wind it around look at dash lights are they on start car if wont turn over its probably in the start wire circuit test the purple wire going to the starter solenoid make sure car is in park

Cooling fan not running as
most time coolant temperature sensor faulty.but check cooling fan fuse and relay.then hot wire the cooling fan if fan runs.problem in the fan wiring or pcm.if every thing else okay.if cooling fan dont run when hot wired the cooling fan need replacing fan motor has internal open winding circuit.
I can't shift from parking to gear
You have to fully apply your regular brakes before you can shift from PARK (P) when the ignition key is in the RUN position. If you cannot shift out of PARK (P), ease pressure on the shift lever -- push the shift lever all the way into PARK (P) and also release the shift lever button on floor shift console models -- as you maintain brake application. Then move the shift lever into the gear you wish.
My buick idle high
You need to check if theres air leaks or it might be the idle air control valve stuck
