Little heat coming out of vents on my 1999 cutlass
You may have air in your lines. Open your radiator, then start your car and let it run for a while, add coolant when it drops low. There are bleeder screws on your car for your coolant. When the car is at normal operating tempature open your bleeders untill coolant starts to come out. On my 3.8L V6 you just have to follow the top coolant hose to where it connects to the intake. You will most likely need a flat head screw driver to open it. Then as the coolant drops again keep adding coolant. You may want to have a drop pan and tarp under the car, coolant will pour out of the radiator at times. Not a ton, but don't be concerned. This may take up to 20-30 minutes to complete. If you open the bleeder and coolant comes out right away it would lead away from air in your lines. Last thing have your heat on in the car the whole time. Hope this helps.
What is the secondary air malfunction an a 99 olds
there is an electric air pump that pumps air into the engine exhaust manifold(s) under certain conditions such as when engine is 1st started to help clean up the exhaust emissions, the electric motor that drives the pump fails, u will need to replace the secondary air injection pump assembly to correct your problem, see this allot at the shop.

Brake adjustment actuator comes loose
This is just a guess but I would guess you had to manually back the rear brakes off to get the drum off and backed it too far off--try with drum removed to see if it moves the pads, if it does tighten it so you can just get the drum back on---I am not a mechanic but happened to see your question here and have for about 50 years since 14 been working on my own cars.......hands on experience.
Catalistic converter can overheating the engine?
the Catalytic Converter do not work that way. its a filter system for all the bad fumes your car produces. inside the converter is a ceramic honeycomb structure. if this ceramic is clogged then all the heat and gasses your car produces will backflow and heat up your engine
