The item to check is the blower motor resistor. I found a video from 2000 Neon youtube for reference.

check the controls for the vent doors.

The fuel filter can be changed and the shaking can be from those mounts being blown. You can also try some fuel injector cleaner cause it could be clogging injectors. The other thing about the long crank time in cold weather could be from arching spark plug wires. Did you get those changed with the plugs? Replacing the fuel filter could help with that as well.

run the fault codes and look for a TCM problem as they are all controlled by this module.

i just had this same problem on my wife's 98. check the alternator to starter hot wire (at starter solenoid) hers was rusted not passing enough current to crank starter. 5 amp for solenoid, 80 amp for starter. jumper wire off battery worked every time. replaced connector and all good. coroded wires = higher resistance = lower amperage passing and possable fire-hazard

Double check that you didn't unplug something in the mount change or a ground wire left off a bolt on the mount.

your battery doesn't seem to have enough voltage to turn your engine over. get a jump and take it in to an autoparts store to have your battery and alternator checked out.

have you tried another key? also if your steering wheel is turned in either direction when key was last removed, you may need to wiggle the steering wheel while trying to turn the key, with newer electronic steering, the column sometimes gets stuck.

Remove the ring antenna around the barrel,put the old good chip key in the ring (...) start with the other key the car.The immo will read the regular key but the new barrel will work with the new key.Need reprograming the keys or switch the boards/chips in the key.
