How do i adjust parking brake cable on 99 dodge dakota with rear drums?
first check that the cable to either side moves freely when you pull the cable down. You will hear the brake shoes move in the drum. Next where the cable goes through a angled section from one wheel to the other and where the lever cable attaches to this point there will be an adjustable bolt for the lever cable . adjust this nut until there is about 3-4 clicks on the hand brake lever ratchet. When finished jack up one side and ensure that the wheel spins freely with the hand brake in the off position.
Emergency fuel shut off valve
It is fuel pump shutoff that is motion (accident) sensitve. When a fuel injected car is hit, the sensor turns off power to the fuel pump so no gas is pumped out in a damaged car and create a dangerous situation.

The diagram should be located in your owner's manual; if not, you can get a print-out of it at the parts department of your local dodge dealership. You can Google and search for same too.
Changing fuel filter
Unless you had an aftermarket fuel filter installed, the only fuel filter on the Dakota is the strainer that is on the fuel pump inside the fuel tank.
What happens when you start the engine with distributor wires in incorrect placement
It messes up the timing of when each spark plug is supposed to fire. The engine will shake, run rough and may back fire too. If you get more than 2 wires wrong on a 6 cyl engine, it won't run at all, may backfire and will shake when trying to start it. You may smell unburned gas too. Adjusting the timing will not fix it. The wires MUST be connected up the right way to operate the engine properly.
My truck starts running hot
I'd still check the thermostat. Or basically just replace it. Have you ever drained all the antifreeze and flushed the system? Good time to do both. If the hose's get real hot that doesn't really mean the thermostat open. Wouldn't they get hot even if the thermostat didnt open.? If the thermostat was stuck open you'd would have cold air and low temp gauge. Then maybe hit a pump or something and have the thermostat stick closed and have high temp. Maybe water pump. Check it when you have the belt off. Spin, pull & push the water pump pulley around. I'd replaced my water pump at about 110,000 on a '97 dodge Dakota. My 97 never had a very good heater. Always heated up more after driving. Idle never got it warmed up.
