Transmission slipping

You have a problem with the bands in the transmission. They will need to be adjusted to correct the problem. Also have the transmission filter changed with new transmission fluid. Check the fluid level in transmission first,if low add fluid and test drive. If its the same as before you will need to go to a transmission place to have the bands adjusted to correct the problem. Hope this will help you.

I have a 1993 dodge dynasty and i cant figure out

Unplug the bulb by pressing down on the locking tab and pulling the connection off.
There is a locking ring around the bulb base. Twist this ring that has raises on it. It will turn only about a 1/4th or 1/3rd of the way. Once turned, pull the bulb out by its base. The bulb has a o-ring around the base, which is snuggly into the headlight assembly, so pull pretty hard.

When have the headlights on high beam the lamps going off and on

Hello pmullen.
For safety sake the headlights are not fused.
There is a circuit breaker in your headlight switch that is designed to allow your lights to come back on if a short occurs.
What has happened is your circuit breaker has gone bad and cannot handle the current through your headlights.
Because the high beams draw a little more power they will heat up the switch and then when using low beams the residual heat will not allow them to operate either.
If you have further questions on this subject place them in "add comments" and I will return to answer your questions.

My 1993 Dynasty smells like gas when it gets very

Whether it is hot or cold there should be no smell of fuel in the car. .

If there is then the fuel system needs to be checked thoroughly for leaks. If there are no leaks there should be no fuel smell in the vehicle.

I suspect you are more aware of the smell when it is very cold because the leaking fuel is then evaporating more slowly.

It would be nice to have more information about the car in relation to this problem so that additional comment could be offered.

How bad is it to replace an ignition lock cylinder

It's not bad if you have the key. There should be a small hole on the bottom side of the housing where the lock assembly goes. Turn the key to the "on possition" and take an 1/8 inch punch and go in through that hole and push the release pin, the lock assembly will pull right out.

We are having trouble with the engine light

Since the voltage shows 0, that indicates the battery is not charging. You most likely need a new alternator. Drive the car (while you still can) to a parts store, they will check the charging system for free, and advise you on what to do to fix the problem.
