disconnect the vacuum hose to the booster, then disconnect unbolt the master cylinder from the power booster(2 nuts) remove the cylinder from the booster by sliding it off the studs. inside the car under the dash disconnect the brake pedal from the booster rod and undo the booster mounting nuts/bolts there is 4 or them.

Because the anti-theft system has a problem an won't let it start !You need to take it an have the DTC'S read or do a bypass . You can look on YouTube videos on GM Vats , passkey bypass !

if power fine and no fluctuation than the pump itself is problem or problem with filter new doesnt mean cant be faulty also listen to pump if hum goes high /low than pump is surging and is faulty if pump stays steady and pressure test is steady when teted before fuel filter than problem with filter or line

You might try a dose of "leak-fix" coolant. That worked in my 1995 AC system. It's been working for over a year now.

Could be wire to sender shorted, bad sender or bad gauge. Remove wire from sender and see what happens.
