Well the smell is probably alcohol but that does not tell you much.Most any auto parts store can scan the computer for trouble codes for free in the hopes of selling some parts. Once you get the codes you can research them online to point you in a direction to troubleshoot.

How am i suppose to get to the fuse box under the rear seat
This is a 1996 Buick Le Sabre does not have a fuse box under the rear seat, unless this info is incorrect. the 1996 lasabre has one or two fuse boxes, all depending on the sub model, (custom ,limited). The fuse boxes are located on the left side of the dash or right side of the end of dash, what fuses are you looking for?The last fuse box which contains relays also is located in engine compartment on back firewall, behind covers.
Oil level light
Are you sure it is not your oil pressure light ?The engine can be full of oil but have low oil pressure at idle.
Is there a separate fuse for the power locks
There are actually four fuses that are involved with the power door lock circuits on your 1996 Buick LeSabre. There is also an electronic control module, switches, and several other components that can keep your door locks from working.
