probable low on coolant check your coolant lvl, if it is full then you may have a restricted heater core, in the case of the heater core one of the heater hoses will be much cooler than the other, you can reverse the hoses and sometimes remove the restriction enough to make descent heat
While driving the heat works
It almost sounds like you have two issues going on. Ok. While you are driving you have heat and then when you stop it gets cold. That sounds like either air in system or a bad thermostat. And second issue is if you are not hearing the blower motor then you need to figure out whether you are getting power to blower motor and resistor. If you are getting power replace blower motor and since you are down there go ahead and replace resistor. If you are not getting power then you need to check for blown fuses and relays.
I cant seem to figure
Find your dash light dimmer switch....... usually some kind of a roller/dial type of control.
This can turn your dash lights off and make them nice and bright, well at the end of the "bright" side if you just keep turning it will turn on your interior light.

Where is ect sensor located on 2006 monte carlo
The ECT (Engine Coolant Temp sensor) should be located by the coolant thermostat housing or where the upper radiator hose connects to the engine. It screws in with a plug or small/short wire harness attached to it.
--------------------------------
To replace ect sensor:---
- Drain and recycle the engine coolant.
- Remove the intake manifold cover, if necessary.
- Remove the exhaust crossover.
- Disconnect the Engine Coolant Temperature (ECT) sensor electrical connector.
- Remove the ECT sensor.
see fig below:---

How do you remove a
Now that's actually a hard one to answer. It's kinda complicated. If I were you, because it's free, go to any highschools in the area where you live and just ask to take your car into an auto tech class. They do everything for free. I don't know how to do it exactly, not the certified way at least.
How do you remove the
Hi, to remove your battery, please follow these steps:
The battery is located in the back of the engine compartment.
First, disconnect the negative terminal of the battery followed by the positive terminal.
I believe the socket or wrench you need for this is 8 mm or possibly 7mm.
If the cross brace from the firewall to the fender prevents access to the terminals or will block removing the battery, remove the bolts holding the cross brace and push it aside.
below the battery there will be one or 2 bolts holding a bracket that holds the battery in from a ridge on the bottom of the battery. Remove the bolts holding the brace and remove the brace.
The battery should now pull straight up and out of the car.
Take caution if there is any wetness on the battery, as this could be acid.
Please let me know if you have any questions.
