Radio quit working

Sounds like someone shorted the wires...you need to look into the entire butcher job and see what wires were touched. Disconnect everything the butcher did and then see if your battery is still drainning power.

Lifters/car not starting

Do you have the 2.2 liter Ecotec 4-cylinder engine, the 3.5 liter V6, or the 3.9 liter V6 engine? If you have the 2.2 liter engine, there may be a camshaft/timing chain issue if you skipped a tooth when you put the chain back on the cams. If it's a 3.5 or a 3.9 liter V6, you may have incorrectly installed the push rods back into the engine. 3.5 liter intake push rods are approx 5 3/4" long, while the exhaust push rods are approx 6" long. The 3.9 liter intake push rods are approx 5.81" long, while the exhaust push rods are approx 6.1" long. If you mix the two lengths up when you put them back in the engine, you're going to have problems.

2006 chevy malibu will not start. There is power

Insufficient car batteries (old, worn out, needing replacement) have been known to light clusters, yet do not have enough power for the starter to turn over the vehicle. As well, inspect the battery terminals: they may have corrosion and need to be cleaned. Check to make sure your exhaust pipe is free of debris. Check to make sure you have fuel. You may need a complete tune up: if you value the car, take it to a (well referenced) trained professional for a proper diagnoses.
