Water licking inside car
the drain on the outside of the car (engine compartment)needs a gasket put around the drain to stop this problem.A gasket like what they put around windshields ,this will solve your problem,it did mine.
How do I reset the service engine soon light?
two ways you can do it. First it would be best to find someone with a code reader to find out what the code is ,some times aout parts stores will check the code for you and maybe even clear it for you.otherwise unhook one of your battery cables for a little while and the check engine light will go off untill what ever set it off sets it off again note unhooking the battery will clear your radio stations
TIMER BELT BREAKING
I am assuming you mean timing belt as these cars did not come stock with timer belts. You need to get a timing belt and fix it. Just hope that when the belt broke you did not bend any valves as that will be costly to fix.

Why isnt my engine getting enough fuel to run?
Many times you need to prime it. You didn't say if it was an electric fuel pump or a manual. For a manual, pump the gas pedal several times, have someone watch for when gas mist gets to the carb. If electric pump, turn the key on and let wait until the pump quiets down. For an inline filter, we used to pour a few drops of gas into the filter, then install it properly. You can also prime the carburetor.
You just aren't getting the gas back up to the carb, that's all.

Brand new brake light still dim
i presume you mean new bulb ? obvious question ,have you got correct bulb? is it brake and rear light in the one bulb (double filament)? if these are all ok check for body earth trace wire from rear of light cluster and ensure the earth wire is in good condition , i'd unbolt/unscrew the wire and clean up both surfaces just to make sure of good contact
