Engine doesn't idea?
Assuming you mean car will not idle.Did you also replace your spark plugs? If not, then do that.Recheck all of your spark system for any arcing (easier at night so you can see sparks). Check the coil pack, wires, plugs, etc.Have vehicle scanned for any trouble codes (misfire, etc.).Check your Idle Air Control Valve. Remove and clean and check ports to determine if any blockage exists. Also check to ensure the IAC valve is actuating.Check the EGR valve to ensure it is working properly.
Take seat cover off
You need to remove the seat from the floor. Take out of the car and turn it upside down. Remove the hog rings holding the cover to the frame and remove the cover. Do your patch/repair and put the cover back on. Before you start, get a box of hog-rings and a pair of hog-ring pliers to crimp them with back in the same holes you removed them from. As for the head rest, there should be a button on the side to release it. Then just pull it straight up.

I'm not surprised the shop didn't want to do the work. SOMETIMES removing the cam bolt nuts, and applying a large lever and socket,with heat, will break the bolt free of rust.
If not, it gets involved and expensive very quickly. Bolts can be cut off with and angle grinder wheel, but control arm bushes or complete arms may need replacing.

Where is the air conditioning drain hose for a
It’s in the hardest place to reach they could put it. Get under your car and follow the firewall near the center. You'll see a small hose poking out that you can barely reach with an air hose wand. Debris often plug the drain hose. If you hear water sloshing on the passenger side in the dash and/or the passenger side carpet is soaked, blow air through the drain tube to unblock it. Also the grommet around the hose there at the firewall can deteriorate and let condensed water blow back into the driver’s side floor pan. With a lot of effort you can pack silicon sealant around the drain tube at the exiting firewall location and solve that problem. With real effort you can place silicon around it from the interior also. If you don't have a compartment filter or your filter is old and ineffective, you'll be amazed at how much debris sets on your condenser coil down there in the center of the dash (if your airflow is less than you remember and not as cold, the condenser coil is likely covered in debris)...and it's almost impossible to clean it out without disassembling the dash. That's another story on how to fix...
Why car isn't blowing cool air except while driving fast?
Are you saying the air coming out of the vents is not cold unless you are moving ? Or there is no air unless you are moving ?And are you sure the radiator fan is running with the ac on ? Can you feel air being pulled thru the condenser ? What are the gauge readings with the ac on and the engine at idle ?
