VEHICLE RELAYS Operation Diagnosis
Do you know what a wiring diagram is ? Free one's here http://www.bbbind.com/free_tsb.html Enter vehicle info. Year , make , model and engine . Under system click on interior & driver amenity , then under subsystem click on horn . Click the search button then the blue link . You will see by looking at the diagram the horn relay is controlled electronically . The horn switch on the steering wheel is an input to the insturment cluster . The cluster then sends a message on the CCD communication data bus to the front control module . Do you know what the chrysler CCD bus is ? CCD Chrysler Collision Detection Data Bus
The relay is located in the under hood fuse / relay box.
as to under dash will need to look up for a plug and play adapter [if their is one ] and as to the rear plug and play adapter usually tap off connections behind rear light lens or behind the trunk panel
Chrysler has a service bulletin on these codes along with a software update. Contact the dealer that did the throttle body replace and ask if they did the software update. If not, have them do it. If that fixes the problem, have a little nose-to-nose discussion with the service manager about getting a partial refund on their initial diagnosis

No , probably not . Do you know what a starter relay is ? It's located in the under hood fuse box ! That 30amp fuse sends B+ voltage an current to pin #30 , if you find an pull out the relay an look on the bottom you will see 4 sets of numbers 30 & 87 an 85 &86 . 30 is Battery voltage which when energized the relay will send this B+ voltage through pin 87 to the starter solenoid turning on the starter . You could take a jumper wire an jump those 2 pins an the starter should spin . Now , 85 & 86 are the control side of the relay ,Pin 86 should have B+ voltage supplied by fuse #32 10amp located in the junction block , maybe inside vehicle fuse box . Pin 85 is from the PCM , the PCM will supply a ground to this side of the control circuit if it see's a input from the park neutral safety switch . Do you know what that is ? Try shifting to neutral an see if it starts . Also if jumping pins 30 & 87 the starter doesn't spin . check the Positive battery cable using voltage drop . You may have a bad cable . Suggest before you start to replace parts See what is missing , fuel or spark . Evap leak has nothing to do with it . Videos on youtube testing spark and fuel pressure . special tools needed . You probably would be better off just taking it to a qualified repair shop that has all the tools . Probably know in less then an hour what's wrong .
