Code P1698 means
* P1698 PCM Failure EEPROM Write Denied
* P1698 -No CCD messages from the Transmission or Body Control Module (TCM or BCM) Probably needs a new PCM (Aka computer or ECU)

I think '98 or '99 is when Dodge starting using transponders in their Keys (try googling it). It may be time to call a locksmith to cut and program a key for you as it sounds like your transponder is not recognized and initiating anti theft. A locksmith should be able to do this if they have a programmer for that age vehicle, I kind of doubt a dealer would help since it is 23 years old. I had a Ford probe that my key broke and the dealer couldn't help as it was over 10 years old, luckily it was not chipped and I glued then cut it on a old manual cutter at an Amish hardware store.

Remove the instrument cluster, remove it's paper backing, remove circuit board and resorder the points outlined in yellow in these pictures. You are only using a small amount of solder to reheat and melt the existing material that is probably cracked in order to re-establish connection. When replacing the board, make sure the 16 silver prongs are lined up correctly before pressing the board down.

Remove the shroud cover, and the plastic ring around the lock cylinder.WD-40 the lock cylinder, Put the key in the ignition. Rap(Hard) on the back of the key while try to turn key. If it turns leave it in the ON(not run)and I'll tell you how to remove the cylinder.(If You need). The cylinder NEEDS to be replaced.

The fuel pressure should be 49 psi. On all engines except the 3.0 liter you can check the fuel pressure at the fuel pressure test port located on the fuel rail. On the 3.0 liter engine you can disconnect the quick-connect fuel line fitting at the fuel rail and install a fuel gauge with a (T) fitting and adapters to check fuel pressure. Start the engine and check the fuel pressure. Hope this will help.

since you have no mechanical ability, and no knowledge even of where it is located, hire a service mechanic to do the work - unless you want to fail miserably and then hire a mechanic.

Very common problem due to bad solder joints. Remove gauge cluster and send it to a rebuilder. COsts about $200 and they totally rebuild it

if i disconect temp sensor fans come on cool engine but then no temp gauge That's what I'd expect after unplugging. This is sounding like a bad coolant temp sensor. Very possible its is a bad IAC (idle air control motor) issue which controls the idle. its a common problem and they do wear out, also when disconnecting the battery the computer forgets the idle settings and needs to relearn the idle .
