P1116 IS FOR O2 SENSOR AND INDICATES MALFUNCTION AS WELL AS P1117.THE OTHER I NEED TO CHECK!!

There are no timing marks.... There is a special tool that holds the camshafts in position. I never use that tool. I just use paint marks, marking the old timing belt to the pulleys, then transferring over marks to new timing belt. If you have never done it, you are taking a pretty big risk with this engine.

Sounds like the battery or a short in the battery line. The VW alarm will come on if you disconnect the battery. Use a voltmeter (or mutlimeter) to check the battery voltage (red lead on positive pole; black on negative; range on 0-50V). When car is not running, you should see 12V; when car is running, you should see 15V (if the alternator is working). You can also test the battery charge by turning on the headlights. If they brighten when you rev the engine or if the dim when you turn on other electrical accesories, then it is likely the battery.
