Well, you've replaced everything between except the wire. You need to verify if voltages are present either with a voltmeter or a test light. verify power on both sides of the fuse, then make sure the brake switch has and passes power. If the turn signals flash the brake light, then test the turn signal switch as well.

unbolt -remove-clean terminals -replace

First 2 things to check. Spark plugs being oil soaked, then timing. Being over filled a quart is not that big a deal in summer time, winter is a bit different. Rods hitting cold oil makes for a harder start.

check the shifter all the way t the trans and find out why it does this and fix it.

It's loud when it's working hard and quieter when there's less load on the engine. That said, it doesn't explain what's happening. Everything I can think of, like torque converter, probably needs looking at by a specialist. It might be best to take it to one.

It 's not the sensor. When they fail the PCM goes to default mode and turns the fan on with the engine on. Your problem is a fuse/s, wiring, relay, resistor, or the fan is dead.
