Clearing check engine code, service engine soon codes on 2003 buick regal
Are you asking how to clear the check engine light?
Buy a cheap code reader ( $20 ) plug it in the OBD2 port which has to be no more than 3 feet from the steering column and clear the code(s).
If the check engine light comes right back on after you have cleared the code(s),read the code(s) and correct the problem(s).
Left turn noise rubbing wheel
If those are not the original tires then the issue is related to that. The wheel bearing or tie rod is not likely. We need more info about what the sound resembles and if there are any other symptoms.
Speedometer needle bounce when turn signal is on.
The speedometer sensor - VSS - vehicle speed sensor is a input to the PCM - powertrain control module -engine computer . The signal from the PCM to the instrument cluster for speed info. is sent on a serial data communication network (class 2 ) I would think it would be an instrument cluster problem . Get a used one from a auto salvage yard 15 - 20 bucks an see if it fixes it . If it does ,send your's out an have it repaired .
My 98 Regal keep blowing the ignition fuse
Is it the 30A MaxiFuse marked IGN 1 or the 60A MaxiFuse marked IGN 2 from the underhood fuse block that blows, or a different fuse? Maybe the 10A IGN 0 fuse in the fuse block?
Anti-lock and trac-off lights
It could be a loose wire under the hood or dash. Was there any smell associated with the pop-hiss? It sounds like there was a short in the main power somewhere that literally killed your engine and then let it restart under it's own momentum. Hence the blackout and reset of the main computer.

Looking at tne diagrams, which you can find at the link below, I recommend you check the switch. The front and back lights are powerd by separate circuits emanating from the switch. You can see this from reviewing the fisrt three links that come up under exterior lighting.
