Yellow emission light has been on temporarily but
No if the buyer does not go for diagnostics test before putting the cash, normally this emission light comes on when a "bad fuel" is put in or the air filter is dirty, but if it goes off by itself there is no problem

There is nominally a fuse, relay, and a switch associated with your reverse lights. Possible repair listed from 'easy to hard' by escalation
easy:
disconnect your negative battery cable, check the fuse block. It should be a 20A fuse(#F203). Some models use a 10A fuse(#F26). Replace as needed
Reconnect the battery, test.
if that doesn't work...
moderate.
have already checked the fuse, check to see if you have a "reversing light relay" (K6325) (My 2001 z3 does not) If present, disconnect negative battery cable and replace the entire relay. It is not worth trying to refurbish them.
Reconnect the battery, test.
if that doesn't work...

If both the fuse and relay are in good order, it is likely a fault in your wiring or the "reversing light switch"(S8511)
On the manual transmission:
The switch is located on the left of the gertrag transmission
The switch is located on the right of the ZF transmission
unscrew the switch from the transmission
install the new switch, tighten to 15 ft-lbs torque
On the automatic transmission:
If replacing the fuse and relay did not work there is an issue with your transmission range switch, various shift solenoids, shift linkage, etc. I highly recommend a dealer or qualified facility's examination.

99 Z-3 no start code for cam senser - replced
check you crank sensor. not the cam sensor the crank sensor. gernic scanners "not dealers" have confussed this sensor on me before. check or change crank sensor. the cam sensor will not cause a no start but a crank sensor will. good luck

relay no. computers yes. i have replaced computers before. but first i would try to get a labscope, (oscilloscope) and monitor the reading directly out if the sensor itself and compare it with the reading you get with the scanner. if they are different then i would have to say it is a faulty computer. but just double check it.

I have a 2002 bmw z3 w/20000 miles . occasionally
The problem is likely inside the cluster. There are no service parts available for the cluster ... hence BMW telling you that you need a new cluster. i would suggest that you find one on ebay and see if this cures the issue. Note that the coding plug that is plugged into the rear of the cluster will need to be swapped to the new cluster in order for it to read your cars info.
