I have a 1994 BMW 740i. My car only cranks and turns over but will not start up and run
I believe you will have an issue with your injectors. Check your mileage with the manufacturers recommendation on replacement.
Before you do anything, just put into your fuel tank a SLICK 50 Fuel Treatment Additive - half tank of petrol - and take it for a good drive. Read the directions on the box. Probably solve the problem for the time.

Brake pedal not fully returning
indicates a brake master cylinder internal failure
take it to a brake specialist shop for a proper diagnosis
If the brake system has not seen a service or component for the past 5 years , a replacement master cylinder is the professional fix

The anti-theft code on our 1994 BMW 740iL was
For 1995 and older models.Simply lock the door with the key from outside of the car,then unlock it. Then start the car. I think this lets the computer know that someone who has the correct key is attempting to start it.

Where is the transmissions dip
Assuming an automatic trans, there isn't one. The fluid is checked by removing a plug on the center of the ****** pan. If fluid spills out, it's full. No wonder the Germans lost ww2!

I am unable to unlock
Your locks are out of sync. Lock all doors from Drivers side. Then go around to passenger side unlock, lock and relic. Should be able to unlock doors from drivers side as normal. If not, then one of your actuators are bad.

I just purchased a 94 740il. The radio was locked
Most likely your antennae wire popped off the radio. Anti-theft usually locks you out after a 3rd time of entering the wrong code. Then you have to leave power off to it for a day and try again.
