Where is the fuse is that for the starter and my 99 Mercedes Benz E 320
Daryl, fuse #59 in the driver's side fuse box under the hood powers your starter relay. Attached is a pic of your starter relay, which could also be the reason your starter isn't engaging.
Also check the fuse for your starter relay and it's holder (polish off deposits)

Air suspension going down
if the air suspension is going down its one of 2 things either the pump is going but then the doors ect wouldn't work or you have a leak on the system very expensive to replace cheaper to replace shocks with standard ones

When i turn the key the car will start then immediately shut off. Whats going on?
The batteries in the key don't have anything to do with its ability to start the car. Try turning the key to the run position several times before starting the car. This will get the fuel pump running and build pressure in the fuel system. If this technique works you are looking at a fuel pressure leak when the car is off. If the problem only happens when the engine is hot, you likely have a failing crankshaft position sensor. Beyond that, I can't help without the car in front of me for testing.

Where is the fuse for horn and signal on a 99 mercedes 430e
most fuses are in the engine bay depending on what side the steering wheel is it should be in the engine bay just under windscreen when you take the lid off the fuse box under the lid there should be a plan telling you where each fuse is located on the board
