not possible with steering and shifter both locked, you can disconnect shift cable from trans and pop it into neutral but that won't help steer and with the air bag i would not suggest pulling the steering wheel to remove the tumbler.

just follow the serpentine belt, by necessity, it has to rotate the pump. Serpentine hits water pump, a/c compressor, alternator and steering pump. Steering pump is the smallest of them all, and the only one that has a filler cap on top.

check your vacuum lines to back of maniffold, to the pcv valve, they tend to partially slip out of \the nipple end so at a glance you wld'nt notice it but at closer obsevation they wld be partialy out. if so slide them back in, and wrap a piece of electrical tape arnd it to keep em in place.
