I am assuming you are talking about the power steering rack boot. This means the the seal on the end of the steering rack has blown out. You will need to get a remanufactured rack and pinion, install it, and realign the vehicle

Replace the steering rack is the best option here as the bushes are worn and the seals are not doing the job.

Dodge, like almost everyone else, makes what is called shift interlock for automatic transmissions. This is to prevent a small child from accidentally shifting the vehicle out of park without having their foot on the brakes. Then Dodge made 2 safety helps for when that shift interlock might fail. First none is that you can pull up on the emergency brake, this allows you to put the vehicle in gear and continue on your way. The second is a small round access hole in the passenger footwell side of the hump when removed it will let you unlock the solenoid manually.
