How deactivate alarm on 1999 Grand Jeep Cherokee
I'm assuming this is the factory fitted alarm. This could be more than one possible answer. First check the silly stuff. are all the doors and tailgate closed correctly? A sightly open door switch could trip the alarm system into thinking the vehicle is being stolen. Is the battery on the Jeep fully charged? A low battery charge can cause alarm systems to throw a tantrum as it's not getting the correct signals from the alarm sensors. If the key has a battery in it or it has a separate alarm key fob check the battery in that as well. When you insert the key it is supposed to communicate with the vehicle's immobiliser/alarm system to allow you to start the car. It sounds like this isn't happening.
Are there any 'new' warning lights on the Dash display? These can give clues to where the issue could be. How are you turning the alarm off when this does happen? If these check don't solve the issue there could be an actual fault with the alarm system itself. Remember this is a 24 year old Jeep and Alarm systems do get old and develop faults. You may need to get an alarm specialist to look at it as they will have the specialist tools to test it. Sadly that will cost you money.

first is fuses not relays, he fan fuses must be good.
PDC fuse #10 , 40amps must not be blown, under hood PDC box.
4.0L is electric , pcm + relay controls.at 225f most kick on now.
4.7L is hydraulic fan. so must be 4.0L
no engine told or country 4.0 guessed.
most are under hood in the huge fuse boxs.
and the lid tells them all words stamped on its lid.
look there first the PDC box.

USA are all automatic, not sure me say Europe has manual trans there.
grinding is never good. DRIVE> or reverse.(sounds like pump is wrecked)
get the car serviced.
keep levels in the box correct. per the users guide steps do not guess and never overfill ATF fluids here.

all switches go do Totally integrated power module under hood.
the TIPM sense serial data via CAN_bus network to the cluster
it sees that and turns on the domes both.
there are 4 fuses to blow that can make the cluster brain fail.
in the TIPM box.

The IMMO and PCM can not be willyynillyy swapped.
they are married by dealer programming
you did it all wrong.
what does changed PCM mean
a used one off ebay
rebuilt and the derp that sold it did not tell you it will fail not matched to IMMO
a new one from the dealer flat tells you as selected, it must be reprogrammed.
the PCM and IMMO are not PNP ,they are not plug and play ever.
and is why the car can not be stolen. (driven away with no good key)
