Some vehicles are made with built in safety features to either not allow the vehicle to start or move if something serious is wrong. Don't know about the exhaust emission but could be in computer software to disable in case of excess emission. Could just be a bad O2 sensor. Need to fix the emission code problem, reboot the computer and try again.

Put a socket and wrench on the crankshaft pulley bolt, and see if you can turn the crankshaft-clockwise. If the crank won't turn, something internal is bad. If you can turn the crankshaft normally, check that another pulley has seized. Or try it this way: take the serpentine belt back off and see if the starter can spin the crankshaft. If it does, look for a seized pulley. If a good battery cannot make the starter turn the crankshaft, likely the motor is shot.

Go to pep boys or whatever parts store near you and they can read the codes on the csr for you.

The car alarms wire might be disconnected or there is simply a mute option in the remote or in car that must have been put on

replace the two gas struts they can be found at an auto parts store

bosch or NGK mag wires are best. plugs any you want , if car short miles car, every year go cheap plugs , if hard to reach go best plugs. I like NGK the best, but there are other good brands.
