Many cars have fans that will come on in traffic and even after you shut the car off. It should shut off by itself. If not there could be a problem with a relay or radiator fan switch.

replace the fuel tank sender first then run the fault codes to check for other sensors

Could be the computer did not like the change in ratio if the size of the tires are different. You would need to get the trouble codes checked to proceed.

check the fuel pump. when you turn the key on you should be able to hear it wind up for a second then shut off. you might need someone to help you so you can close to the tank because some of them are very quiet and can be hard to hear.
