A couple of DIY things come to mind..
1, make sure you have a good ground connection from the battery to car ie not corroded, clean good connection both ends.
2. The ICU (integrated control unit) is failing or has some corrosion on the connectors. It's on the back of the fuse box.

My 2007 Honda accord coupe won't start. Has power
I don't know yor model but on my Toyota in order to start the car I had to press breaks. Once car didn't start, I found that there is switch connected to break pedal and rubber tip broke of the switch and it didn't sense that breaks are depressed and prevented me from starting the car. There is possibility that similar safety is used in your car.

Evil works in deceptive ways............. Just kidding, dude. I honestly have never heard of anything like this. Almost gotta be a wiring harness issue. If it were fuse-related, the radio would either work or not. I'm totally puzzled. Let me know when/if you figure it out. Best wishes.....
