Hard starting cold
Is cranking speed slow? Do a voltage drop test on battery cables.and a high output amp meter to test starter draw. normal ampere draw should be 250-350 amps cold and 300-375 amps hot as engine turns these readings should drop to 200-250 amps if not bad starter.

Charging system
the charging system consists of the battery and the cables , ,alternator and its wiring. the battery must be good charged and clean connections. the alternator should output 13.5 to 15 volts. the heavy lead from the alternator should be connected to pos cable on battery

Engine revving while stopped
On all older vehicles with a carburetor there is an adjustment for high and low idle. Adjust the high idle so that it isn't so high

I recently got a 89 vette and the guy had changed
IF the ignition system was changed I would go back to basics and checking ignition timing. Check advance in the distributor is working as the removed unit probably had an inbuilt circuit that altered the timing to suit the rpm's
