I'm assuming your spraying around the intake manifold. If so replace the intake gasket.

Pull them again and set them to zero when the ignition is on but not running. All except the voltage one. IT should be about 13 when the ignition is on.

check the relay that runs the motor to open the headlights.

If you cannot locate the fuse, how do you know the fuse is blown?

Once you have read and understand the article above, I can probably help you locate the problem with your car. Only, I would need to know exactly what kind of car we are talking about (YEAR,MAKE, MODEL,ENGINE SIZE, AUTO OR MANUAL TRANSMISSION, Etc.) Then I would have to know exactly what is not working that you are trying to fix.

Is the fuel pump getting power from the relay, and have you checked base fuel pressure with a gauge ?

You might also wanna check the fuel pressure regulator....

As a stopgap measure you can put the live wire on and other relay ie lighs or aircon relay. You will just have to activate that device in order to switch on the fuelpump. This will also help you to establish if it is the relay itself. The problem sounds more like a heat issue. Test the pump for an extended period recirculating fuel in a can (run long in and out pipes to the same can so you can stand far away from danger) FAR FROM FIRES!!! AND AWAY FROM ANYTHING THAT CAN BURN!!!! Keep track of the heat of the pump.Pinch the pipe to make the pump work hard. BE CRAEFULL!!! fuel under presure can squirt long distances.

Instrument Cluster is going bad.I do not beleive the 1981 Vette is Electrical STEPPER MOTORS but simply gets feedback from the Coil
