Assuming the blend doors are not moving at all, can the blend doors be moved manually? If so, on the electrically controlled actuators, make sure they are in maximum or minimum position such that the electric positioning sensors are showing maximum or close to zero resistance before starting the car - this can be really important for the HVAC module to reset the position feedback of each properly.
You may also have a problem with the wiring connectors on the HVAC control module. They should be coded so they will only fit in the correct sockets, but the pins may not be seating properly - you can try checking the pins on each and then reinserting the connectors firmly.
If there are pneumatic actuators, check the vacuum at each -if none in all HVAC positions, there is probably a problem with the vacuum or HVAC control modules.
Bottom line - the most common problem is a bad or wrong HVAC control module.

release the tensioner pulley
it will be near the top of the engine and will have a 1/2" square hole in it
use a strong arm bar 1/2 " drive and push down or pull across

that releases the tension so that the belt can be removed easily

The problem will be with one or more parts of the steering wheel SIR (air bag) control (steering wheel module, coil, connectors, etc.). This is complicated, and can be difficult to diagnose. This could be just a loose or corroded connector, but this air bag system is not something to be messed with - best bet is to take it to a dealer.

Usually a small flat screw driver will work for removing the plastic cover, but you must be careful as the plastic gets quite brittle over time and is very prone to crack. There are just small tabs that hold the cover into the metal bezel.

DTC P0008 Engine Position System Performance Bank 1
The engine control module (ECM) tests for a misalignment between both camshafts on one bank of the engine and the crankshaft. The misalignment would be at an idler sprocket for bank 1 or at the crankshaft. Once the ECM learns the position of both camshafts on one bank of the engine, the ECM compares the learned values to a reference value. If the ECM detects both learned values for one bank of the engine is exceeding a calibrated threshold in the same direction, this DTC sets.

Diagnostic Aids
• Inspect the engine for any recent engine mechanical repairs. An incorrectly installed secondary timing chain can cause this DTC to set.
• A single failed camshaft actuator or actuator solenoid will not cause this DTC to set. This diagnostic algorithm is designed to detect an alignment condition between a primary intermediate sprocket and the secondary timing chain, or the alignment between a primary intermediate sprocket and the crankshaft. Either condition would cause the camshaft timing for both cams on one bank to be off an equal number of degrees.
• The presence of DTCs P0008 and P0009 along with P0016, P0017, P0018, and P0019 indicates a possible condition with the primary timing chain and the alignment between both intermediate sprockets and the crankshaft. Or, the crankshaft reluctor wheel has moved and is no longer referenced to top dead center (TDC).
• Observing the desired and actual camshaft angle parameters, with a scan tool before a DTC sets, may help to isolate whether a condition is specific to one camshaft, one bank, or caused by a condition with the primary crankshaft timing.

How many mile on the vehicle ? Maybe time for new timing components - chains - gears etc....
