Does it have spark ? Instead of trying to test fuel pressure , spray carb cleaner into the engine through the throttle plate or vacuum hose an see if it starts an runs ,at least till carb, cleaner is used up. What engine does it have ?

Fuel Rail
The fuel rail consists of 3 parts:
• The pipe that carries fuel to each injector
• The fuel pressure test port
• Six individual fuel injectors
The fuel rail is mounted on the intake manifold and distributes the fuel to each cylinder through the individual injectors.

You have to take the plastic cover off the top of the engine to see it .

Unlikely a defective fuse I would think - speedo is likely computer driven and as the trouble started with the repair shop I suggest you take the car back to them and complain; along with resetting the oil mileage I expect they managed to upset the speedo. Routine work such as oil changes are often performed by unskilled labour in many repair shops.

Assuming the blend doors are not moving at all, can the blend doors be moved manually? If so, on the electrically controlled actuators, make sure they are in maximum or minimum position such that the electric positioning sensors are showing maximum or close to zero resistance before starting the car - this can be really important for the HVAC module to reset the position feedback of each properly.
You may also have a problem with the wiring connectors on the HVAC control module. They should be coded so they will only fit in the correct sockets, but the pins may not be seating properly - you can try checking the pins on each and then reinserting the connectors firmly.
If there are pneumatic actuators, check the vacuum at each -if none in all HVAC positions, there is probably a problem with the vacuum or HVAC control modules.
Bottom line - the most common problem is a bad or wrong HVAC control module.

release the tensioner pulley
it will be near the top of the engine and will have a 1/2" square hole in it
use a strong arm bar 1/2 " drive and push down or pull across

that releases the tension so that the belt can be removed easily

The problem will be with one or more parts of the steering wheel SIR (air bag) control (steering wheel module, coil, connectors, etc.). This is complicated, and can be difficult to diagnose. This could be just a loose or corroded connector, but this air bag system is not something to be messed with - best bet is to take it to a dealer.

Usually a small flat screw driver will work for removing the plastic cover, but you must be careful as the plastic gets quite brittle over time and is very prone to crack. There are just small tabs that hold the cover into the metal bezel.
