Sounds like either a fuel filter or fuel pump issue. The" fuel management system" is located IN the tank. So good luck and find a good service mechanic.

Could be a lot of things, clean the battery posts and terminals make sure they are tight , check all the fuses are tight in there holders, check the battery cables are tight at the starter motor and chassis earth, check any circuit breakers and wire fuse links.
