The clock spring only involves the horn, the air bag and any controls that are on the moveable part of the steering wheel. If the switch is on the steering column it is likely to be the switch. What you can try first is undoing connectors from the steering column, spray them with electrical contact cleaner and remake the connection.
For the dash lights, check the dimmer wheel.

Why does it spits and sputters and pops when it's cold
Several reasons for this running condition. The most common is a faulty ECT(engine coolant temperature) sensor. This sensor controls fuel to the engine until it goes into closed loop fuel control in which the oxygen sensors take over.
98 GMC Sonoma sls 4.3 6 cyl engine type f - battery good, alternator good, changed pcv valve, starts up fine....it keeps wanting to die, gauge for battery goes down and back up again sometimes, cleaned the mass air flow sensor, what should I be looking at? Also, I hear the fuel pump on always in the gas tank, is that normal??
make sure battery has full charge and alternator is charging properly, all connections good. I'd use digital multimeter to double check voltmeter. If idle issue, I'd check and clean anything that has to do with idle air system. Clean throttle bore, around throttle plate, clean small passages in throttle body, check and clean iac. Any applicable trouble codes? If you have the spider fuel system, that system is noted for problems. good luck
Fuel rail does not hold static fuel pressure no start 2000 gmc sonoma
It could be a leaking fuel injector or a bad fuel pressure regulator. Do this plug the fuel return line then turn the switch on then off, if the pressure holds replace the fuel pressure regulator. If the pressure bleeds down remove the fuel rail with the injectors still attached and see which ones leak. I hope this helps. Take care.
