You can check the fuse, but the problem usually is the bulb or the socket contacts where the bulb plugs into.
Tag lights (license plate lights) are exposed to a lot of weather/road exposure and bumps/vibration, which shorten their life.
Rarely is a "tag light fuse" listed. The tag light is typically on a circuit with several other lights or accessories, and most commonly on the taillight circuit fuse, but not always.
Only a wiring diagram or a manual will be able to verify which circuit/fuse it is on, so you may have to check several fuses.
IF it turns out to be a blown fuse, your first step should then be to trace and identify the source of the electrical short (usually in wires by the tag light itself). Simply replacing a fuse is NOT a cure or a good 'repair'.
(As I write this, I have 2 tag lights out on my vehicle,, one which I verified is a blown bulb, and the other due to a badly corroded bulb socket)

first off Jack the truck up on the front grabs either front tire on the left and right side wiggle it back and forth see if it moves if it does its most likely one of the tie rod ends you'll have to get under there and see which one second way grab the tire at the top and the bottom and wiggle it if it moves it's going to be your ball joints start with that first

What could cause the engine not to stay running after the fuel filter was replaced? Even after fuel pump was replaced?
From remote site, it is hard to tell what is the root cause, and change pump was done in proper order -- you should post the problem before replacing fuel pump.
Here is what I will do, assume you can do a little by yourself.
Changing fuel filter should be easy by disconnect fuel hose (pipe) from the fuel filter . Since ASE mechanic did job in your house, I assume the old fuel filter is still in your hand. Change it back (replace new filter with your older one) to see if your car will work as before. This supposed to be done before replacing the fuel pump.
If older filter works, then you knew the new filter is the root cause. This could be resolved by replacing another new filter. If the problem appear again, leave the new filter in for over night to see if the new filter will work on the next day (you could use exiting new filter to avoid buying another filter, unless you will get a different brand one). If not, the choice is to use older one for a while when trying figure why new filter does not work.
If old filter does not wok either, then something is in forwarding fuel line between fuel filter and fuel ejection system. Then, that section needs to be cleaned. Assume the pressure is measured at connection between forwarding line and fuel filter.

First check your fuses there is a ATC fuse and 4wd fuse. If they are both good try resetting the 4wd computer. To reset pull out both the ATC and courtesy lamp fuses for at least one minute then reinstall both fuses then cycle the key on and off 5 times. 1 cycle = key on and off.
Removeradio 1991
You will have to remove the plastic dash from around it. Some of them just snap out others require removing screws from the entire front dash panel around the instrument cluster. once the front cover( s) are removed You should see 2-4 7mm screws holding the radio assy to the dash. when you remove them the radio should pull out and you can unplug the wire harness and antenna
The transmission started to kick
Very likely that the oil you have found in the radiator is transmission fluid. There is a built in transmission cooler that is inside one of the radiator tanks. If the cooler fails, trans fluid will get into the coolant and when shut off, coolant can migrate into the transmission. You need to replace the radiator and then drain and replace the trans fluid. You cannot drain all the fluid (pan removal only gets rid of about half) so it's best to do that once using a low priced but proper grade of fluid, run it for about an hour, then drain again and re-fill with a better quality fluid. (also not a bad idea to use some lucas trans conditioner in there).
Hopefully, you haven't damaged the transmission, otherwise you may be looking at a rebuild.
No air blowing vents
I have a 2005 grand prix and I'm getting no action what so ever out off my vents i was told my blower motor was good I'm so lost this car usually never give me problems first my car ran hot then this happens when I got it fixed I'm irritated and hot please help me
Need to reset abs light
If the abs light is on than there is a problem with the abs. If the problem was fixed the light would go out on it's own once the self test completed successfully when you started the vehicle. If you have not pulled codes or made a repair than turning off the light with a scan tool capable of reading abs data will only result in the light coming back on when the abs module still sees the fault present when you start the vehicle the next time.
The first thing to do is find out what codes are present. Then focus on that part of the abs system.

Engine stutters upon acceleration
you have changed everything so it should go unless you haven't checked the fuel pressure and injectors of problems in the carby if you have one as not all faults you describe are in the electrical system
